Content Ownership, Moderation & Approval Policy (COMAP)

Content needs to be contributed by the Content Providers spread across the NFSC in a consistent manner to maintain uniformity and to bring in standardization along with associated metadata and keywords. In order to present the content in a presentable manner to the viewer, the content will be organized under pre-defined categories and the format. The CMS has been employed to enable retrieving of information efficiently. The CMS is web-based having user-friendly interface.

The content on the portal goes through the entire life-cycle process of:-

3. Approval

4. Moderation

5. Publishing

6. Expiry

7. Archival

Different content elements on the basis of their importance and utility have been categorized as: -

1. Routine

2. Priority and

3. Express.

Express contents may be posted immediately on to the website. The priority content will get priority over routine contents. For the purpose of website management, officers of the Sections have been designated.

The originating Section is the owner of the content on the website. The primary responsibility for the correctness, accuracy and relevance of the content is that of the Section concerned. However, every content must have the approval of the Director or Assistant Director before considering for approval and moderation for putting on the website.

Once the content is contributed it needs to be approved and moderated prior to being published on the Website. The moderation is multilevel and is role based. If the content is rejected at any level then it is reverted back to the originator of the content for modification.

COMAP policy ensures following activities on the website:

All information about the IN, useful for the citizen and other stakeholders, is present in the 'About Us' section and mechanism is in place to keep the information up to date.

Mechanism is in place to ensure that all the Citizen Services, Forms, Documents and Schemes, if any, are registered with the respective repositories of the National Portal.

Website is free from offensive/discriminatory language. Content is compiled and packaged with citizen-centric orientation. Clear and simple language has been used throughout the website. The language is free from spelling and grammatical errors. Documents / pages in multiple languages are updated simultaneously. All information, which is of direct importance to the citizen, is accessible from the Homepage. Text is readable both in electronic and print format and the page prints correctly on an A4 size paper. There is adequate contrast between text and background color. Alternate text is provided for non text elements (e.g. images). Web pages do not contain any content that flashes for more than three times in a second. There is a mechanism to control scrolling, blinking content. To address this, We have provided Manual Start and Stop wherever required. Website ranks in the first five results on major search engines when searched with relevant keywords. It has been ensured that all stationery items distributed to public by IN, as well as advertisements / public messages issued by the concerned Department prominently display the URL of the web site.

Web Content Review Policy

The Web Administrator, the assigned personnel and original content-providers are responsible for periodically reviewing the content of the website in their respective working domains and keep the information updated at all times. A proper workflow should be followed before final updation of content on the website is affected.

Content Archival Policy

Each of the content components is accompanied by Meta data, source and validity date. For some of the components the validity date may not be known i.e., the content is stated to be perpetual. Under this scenario, the validity date should be ten years hence. Under no circumstances, will the content be displayed on the Website after the validity date (except in archive form).

For few of the components like announcements, tenders, only the live content, whose validity date falls after the current date, is shown on the Website. For other components like documents, schemes, services, forms, websites and contact directory there is a need for timely review of the same as per the Content Review Policy.

List of content contributed is sent to the content contributor two weeks prior to the validity date to re-validate the content and if required modify the validity date. In case of no response, then a reminder is sent a week before the validity date and thereafter the content is archived and no longer remains a published item on the Website.
